1991 Oldsmobile Ciera compressor won't engage

Air Conditioning problem
1991 Oldsmobile Ciera 6 cyl Automatic 200000 miles

My A/C is not working properly. The compressor won't turn. I can turn it with the serpentine belt loose but not with the belt on it. I bought a new relay and replaced it but that did not seem to work. It also appears to be full of freon. I attached a charge kit to it and the gauge reads full. Can you point me in the correct direction on this so I can get some cool air in my car?

The compressor is defective its locked-up needs replacement

I was able to get the compressor to run by jumping a switch located off the high pressure line. I went and bought a new switch thinking this was the problem. It was not. I then thought maybe I was really low on freon so I applied the jump to the switch and then pump my charge kit on to put in more freon but the gauge read full already. Could my problem be from the orifice tube?
