Noticed a small oil leak by my oil filter. The weather by me dropped to 18 degrees and I wondered if the weather had an effect on the seal of my filter.

Normally the cold weather should not effect the oil filter seal unless the vehicle has set for a period of time or the filter was not top grade then you can get a weathered seal or it will shrink. Have you tried replacing your filter or checking for debris under the seal.
