at 15 to 5 mph brakes make noise and the pedal gets hard,then when it gets to 5 mph the pedal goes down and vehicle stops.

The ABS system is falsely engaging it sounds like. One of the speeds sensors signals are dropping out. The sensors need to checked by using a hand held diagnostic computer that can monitor each one so that when the problem happens it will identify the faulty circuit.
