1996 Oldsmobile Bravada Fuel Pump

My olds Bravada will not start in the mornings. I have to turn the key on let it sit for a couple of seconds, then turn it off. Repeat that again then start it. Once I do that the truck will run fine the rest of the day. Ok so that tells me there is something causing the fuel to depressurize in the system. Could this be a bad fuel pump? Regulator? Filter. I have a shop saying it is the pump. But the pump has to be working if it will still pressurize the system.

For the morning start up, cycle the ignition switch several times completly on (2 clicks to where the warning lights come on in the dash) and then off. If it seems to start better then I would be after the regulator. But I would still want to verify fuel pressure.
