2003 Oldsmobile Alero hard starting

2003 Oldsmobile Alero 4 cyl Two Wheel Drive Automatic

I have a 2003 Olds Alero with a 2.2 motor. I have replaced the fuel pump twice. It was taking too long to crank after sitting also whtia fuel gauge hooked up the guage goes to 20 it has a rough idle for 4 sec then it jumps to 40 and smoth out, at fuel filter I have 60psi and if i disconnect the return line and block it it cransk right up.
