The passenger outer tail light does not light up when driving or when parked, but lights up when brake is applied? Any ideas what to try fixing?

dual-element bulb - replace

I replaced the bulbs, but I am wondering if the outer tail light is only suppose to be on when brake is pressed and maybe the drivers side is stuck on?? Any ideas? I did not replace those bulbs.
Also the cruise control does not work! Any correlation?

stuck on? I think you need to check all the bulbs and be sure no one put in wrong ones - a look at wiring may help to figure out how it's designed to work, or get a wiring diagram..CRUISE; check power through brake or clutch switch, air bag sliding contact(if switches on wheel-does horn work?), through brake pressure switch, etc., (these are common Ford probs.)
