2001 Oldsmobile Alero 01 Alero starts for 2 secs then cuts

My key wouldn't turn in my ignition so, I was told to replace the ignition. I replaced the ignition with an used one. Tried to program it using the 10 minute thing. The car starts up for 1 or 2 secs then cuts off. There is no security light flashing. But the gauges are not working and the check engine light is on. What is this problem and how to fix it.

Check engine light:

Have the computer scanned for code/s-you have a problem within the engine management system that caused the CEL to turn on-This is your starting point of diagnosis, finding out what's going on.

A machanic said that the car cannot not be hooked up to scanner it won't read any codes. But I noticed that the hvac/ipc fuse blows as soon as you replace it. Would this cause the car to start up but then cut right off? And what is this fuse, and how to fix the problem.

You need to have the short circuit located could be affecting the fuel and ignition system start here
