the flasher clicks when not in use, turn signal and hazards do still work. I isolated the noise to the hazrd flasher switch and replaced it, the new one does the same thing. I also checked the bulbs to ensure they wee good. could wrong duty rating of bulbs be problem?

most likely culprit is actually the multi function (turn signal) switch, not the hazard switch itself.
