why won't my car turn over,i have new battery

My first thought is the theft system, if the starter won't even crank? passkey 11 is starter and injector disable. Is the theft/security lite on or flashing, anything. Can you check for codes? Wipe off the pellet in the key, try a different key, where applicable.
