1989 Oldsmobile 98 harmonic balancer

The rubber on my Harmonic Balancer is torn all the way around.I can turn the outer ring by hand a little. With S-belt on there is noise at idle,when i put into reverse or drive there is loud rattle.With S-belt off there is no noise at all engine runs fine at idle or in gear.Is my Harmonic Balancer the problem or is it something else? Possibly the alternator?

Harmonic Balancer is torn all the way around.I can turn the outer ring by hand a little. You need to replace it, its defective
