1988 Oldsmobile 98 engine stays to cool

my car will only show an engine temp when it is idling and not moving once in motion it barely reads on the gauge, and in turn in cold weather wont produce enough heat to run warm air inside the car

It sounds like the thermostat is stuck open. REplace it and that should take care of the problem.
