My problem is my outside door lock won"t open with key cylinder will not turn.( drivers door only). Car has power locks but only opens inside of car no remote. Can i just replace key cylinder.?

Yes, the lock cylender can be replaced. You will have a different key for it unless you have it done at the dealer.
