1996 Oldsmobile 88 Starter will not engage all the way

My starter recently wouldnt fully engage and spin the fly wheel so i bought a new one and im having the same problem. i have replaced the battery, battery cables, and the starter. i cleaned the block and the starter so its getting a good ground. i checked the fly wheel and its not locked up i can move it on my own fairly easy. im at a loss here hope you can help me out with this problem

Is it making a grinding noise when you turn key to start position if so could be excessive clearance between flexplate and drive pinion of the starter, worned flexplate or the new starter overrunning clutch is slipping. try shimming the starter could also be wrong starter
