Oil leak behind power steering wheel and fanbelt

I have an oil leak which is being caused behind my power steering wheel on my fanbelt and under my power steering fluid. It is producing a thick funky black oily substance going everywhere. It is leaking into the ground pretty badly but just can think of what it could be.

we dont' have that in US but check line for being tight and o rings where arrows are pointing on body
