oil dipstick?

will it be normal when you first check the oil level on the dipstick to be full of oil at the top of the dipstick and when you wipe it off and recheck it everything is normal?

It can be. The oil gets pumped through the engine and it also gets tossed around by the moving parts. That can send it all over inside the engine, including into the dipstick tube.
