You need to list the engine size, mileage, transmission type, and symptoms so we know the specifics. Without that information, it is extremely unlikely the oil leak is related to the other problem. If by "no start", you mean the starter does not crank the engine, that is an electrical problem. If the starter does crank the engine, but it does not run, that is a sensor, ignition, or fuel supply problem. There are a few engines that have safe guards built in to prevent them from running when the oil level is low, but one quart is not that big of an issue.
