Wheel offset

I bought 18 x 8 American racing tires but the wheel will not fit all the way into the wheel well. I am about an inch too far out and rubbing the fender. If I go to a disc brake, will it give me the inch I need to fit the tire inside of the wheel well instead of sticking out?

The front hub assembly's physical location will not change. In other words, going from drum to disc will still place the wheel in the same place.
