OBDII Port not working?

(Actual model E550) My OBDII Port is not working with Progressive Ins. Tracking module. I've changed the documented fuse. (73 5a) I've tested the tracking module on another vehicle. Is there another fuse associated with the OBDII port? Can you suggest other possible causes for the malfunction? TIA

There should be both power and grounds in the DLC. In yours the easy way to test would be with a simple 12volt test light. Connect the clip to a good ground and turn on the key. Touch the tip of the light to pin 16, it should light up. Now take the light and put a pin or piece of wire in the clip, hold the tip to pin 16 and then use the pin or wire to touch pins 4 and 5 It should light on both pins to show that there is a ground on both. If those all work, then I would connect a scan tool and verify that it can connect. If that all works then the device might be faulty or just not compatible with your vehicle.
