OBD2 port will not communicate

Hi, I just bought this car listed above roadster fwd. I was trying to smog the car but the tester said he couldn't smog it because the obd2 port won't send any information. It powers on but keep sending no links. I've then suspect the fuses and check it all to see if one the old fuse went bad but it didn't. I've read on some threads that it I should check the ground pin on the obd2 port itself to see if it went bad or could it be wiring from the obd port to the ECU. Do you know any ways to fix this?

There are two fuses and one ground that we should check. here is the ALDL wiring diagrams so you can see which fuses to check and how the system works and the fuse locations as well:
