OBD2 instrument cluster and overhead console not working?

All don't work. Obd2 will not connect to the reader. Overhead console has 3 dashes running through the middle. And instrument cluster no gauges whatsoever. All the lights, check engine, airbag, and ABS are all on. The only thing that works is the odometer. I've run out of gas five times. I've cleaned all the ground and changed all the fuses, about to order all relays. I cleaned the fuse box and put new diastolic grease on it. As well as cleaning all the plugs and connectors. Checked all sides under dash and in engine bay for cuts or nicks on wires, that arced off. I'm at my wits end. Please help. Thank you

This happens when the TIPM goes out. Here is how to replace it which is easy because it-self learns. The location and instructions are in the images below. Please let us know if you need anything else to get the problem fixed.
