Will not start, engine light on, and OBD2 code reader is unable to communicate?

Engine light on, won't start. put a new starter new battery still won't start, won't read my OBD2 code reader turn on but says unable to communicate, thank you for your help, God bless.

Hi,

I have a question. Does the starter engage when you try starting it? As far as the scan tool is concerned, there could be a few things causing it not to read. In most cases, it is a wiring related issue. I say that because it is turning on for you.

Let me know if the starter engages and turns the engine. If it does, record it cranking and upload it for me to hear.
