OBD2 and instrument panel not working

Battery replaced and arc at negative cable as installed.
BlueDrver scan tool will not power up.
Where is fuse for OBD2 located?

Hi,

As far as the fuse, it is located in the instrument panel fuse box. (See pic 3). Also, I attached a wiring schematic for the DLC connector (pics 1 and 2).

At pin 16, you should have 12v at all times, so check that as well. See pic 4. If there is power to pin 16, check for continuity to ground at pins 4 and 5.

When you check the fuse, first confirm it is good. If it is, confirm there is power to and from it. Here is a link you may find helpful:
