OBD1 codes 16 and 24?

16 - EGR Function Sensor the code 24 is for the airbag system. I have seen this problem before, the EGR valve passages being clogged up will cause the EGR system not to work. I would remove the EGR valve and look with a flashlight to see if the passages were clogged up. Also, you can try to start the engine and see if you can hear the exhaust. Let me know what you find.

The EGR valve was brand new out of the factory box. YouTube believes that my sensor is bad. The resistant value is low from pins A to B and high from pins A to C.
