OBD2 will not work but cigarette lighter does

I tried to connect my OBD scanner to the port it will not power on. checked the cigarette lighter that works fine checked fuses they are good.. do I need to replace the OBD port?

I would check fuse #27 in the fuse panel at the left end of the dash because that is one the that powers the scanner.
