OBD2 will not work but cigarette lighter does

I tried to connect my OBD scanner to the port it will not power on. Checked the cigarette lighter that works fine checked fuses they are good. Do I need to replace the OBD port?

I would check fuse #27 in the fuse panel at the left end of the dash because that is one the that powers the scanner.

Here is the OBD connector wiring diagrams so you can see how it works. Check out the images (Below). Please let us know how it goes
