OBD port no communication, then not starting truck?

plugged in a brand-new scanner which wouldn't communicate and the truck won't start and electrics acting funny.

I have a new battery and alternator in the truck.

I tested the battery and replaced it. all seems fine now. Thank you
Turns out the battery was not so new.

Today's vehicles are extremely dependent on voltages. They can drive a person crazy. LOL
