When you say it does nothing, does it even power on?

We need to start by checking power at pin 9 on the DLC. So use a meter and put your red lead on pin 9 and the black lead on pin 4 then 5. You should have 12 volts.

Then we need to check your scan tool and make sure it is functioning on other vehicles.

No juice at those pins. Checked reader plugged it into another car worked fine. What to do now?

No power at those pins then I suspect you have a fuse issue. In the passenger compartment check fuse 25 and make sure it is not blown.

Here is a guide on checking both sides of the fuse for power:

If this is fine then we have a wiring issue between this fuse and the DLC. Is there any history to this? Meaning were there wiring repairs or anything done to it recently?
