i took car to be inspected computer could't read it came home out on my obd it says link error term 16 has 12v and 5 is ground help

If I understand this question. If your car has no prob runnng then this link error could have been a prob with the computer being used to do the inspection. Go to a parts store have them hook it up if no link error take that paper back with you to the inspection station
