It was working after plugs in scanner it won't turn on. Check all fuses all are good. Where is the fuse location for the OBD port?

Okay, so it was okay, then a scanner was plugged in and now there is no power at pin 16, correct? That is fed from fuse 1 in the passenger side fuse block that also is a power feed to the large data connector under the hood. FYI, if you want access to all of the modules on that car you can use a scan tool that can connect to the 38-pin connector under the hood. The one under the dash only gives you drivetrain diagnostic info.
