Which fuse do I check to see if it is a power issue?

Sure, here is a guide to help and you should check the fuse # 44 in the under-hood fuse panel. I would also try the scanner on a different car to make sure it works. I have included the ALDL connector wiring diagram as well so you can see how the system works.
