OBD does not communicate with car

Welcome to 2CarPros.

My guess is that a wire was disconnected or ground was left off or damaged. What I need you to do is check for power to pins 15 and 16. They should have power all the time. Pin 1 should have power when the key is in the run position (engine can be off). Next, and this is my first suspect, check continuity to ground to pins 4 and 5.

I attached a pic of the DLC below so you can see what I am referring to . Also, make sure there are no blown fuses. (fuses 5 and 37) fuse panel under the left side of the dash.
