OBD is not connecting?

Trying to get an inspection done and the obd isn't connecting.

Hi,

When you connect the scan tool, does it power up normally? If not, first check pin 16 for power. That should have battery voltage at all times. If it is good, check pins 4 and 5 for continuity to ground.

I attached a pic below showing the pin locations.
