OBD 2 port does not have power?

Hi,

Check engine light is on. Gas mileage is terrible. Obd2 port has no power. Power locks don’t function when the car is off, radio has no power when car is off. When you turn it on, all presets are reset.
The left brake light doesn’t work when the headlights are off. It does work when the headlights are on.

Okay, it sounds like you have a power loss to the system. The first step would be to check the fuses, particularly fuse 9 a 10 amp in the under-hood fuse box.

Fuse 9 powers the OBD port and the multiplex unit as well as the back-up power that retains stations and clock data. Run the fuses and see what you find. You can find the test light at most parts stores, you want the plain version, not one of the LED designs.
