O2 sensor read f

Hi. Just changed both o2 sensors on my dad's car. O2x1 oscillates from .1 to .9 as normal but the o2x2 is at .7 from start and it only goes up. Could it be that is not the right one, defective, normal reading or dirty catalytic converter. Any advice? Thanks in advance. You guys are awesome.

Good afternoon,

The reading is normal.

The front sensor should vary between .1 and .9. The rear should be stable around .6 or .7. That indicates the cat converter is working processing the gases correctly. If the rear O2 was varying like the front, then the cat converter would be defective and need to be replaced.
