Number 4 cylinder fouling plug from fuel

Have good compression getting fuel and spark but number for cylinder keeps fouling the plug. New plugs wires TCP sensor. All other cylinders are good. Compression is 185n that hole. Could injector or fuel pressure regulator be bad

What kind of plugs are are you running?Also are you sure its fuel and not carbon fouling?

Ngk R plugs and not sure if carbon or not. Black sooty looking
