Is this while the car is standing still or does it have to be moving?

Find a helper to listen while standing beside the car. This works best in a vacant parking lot. If the noise can be heard easily from a few feet away, suspect a tire is rubbing on an inner fender liner. Look for plastic fasteners that are broken or missing. That will allow the panel to droop and rub on a tire. Snow and ice built up above a tire can do that too.
There are other things that can cause noises but are harder to find. A splash shield can be bent slightly and rub on a brake rotor. One helpful clue to look at is does the noise occur only while the steering wheel is being turned, or, can you turn the steering to one side, then the noise only occurs once the car starts moving?
