noise from right wheel

i hear a scraping grinding noise when wheeels are turning. no brake light comes on

Is there anyway you can get recording of this noise? More than likely it is either related to the brakes or hubs but we need a little more information on what the noise is and when it does it. Does the vehicle have to be moving or just turning the wheel back and forth?

i already had brake pads checked, they aren't rubbing.
