Noise coming out of rear passenger panel where the back speaker is

Noise comes and goes in rear passenger back panel. It is loud and goes off seconds after turning of the key. I have a hemi engine. Took into dealer said there is nothing wrong. Please help. Someone on your site said it was actuator.

Is the noise there with the radio turned off and heater and fan turned off?

yes radio off heat was low.
