no voltage to the fuel pump

I replaced fuel pump, but still no power to fuel pump when turning key. Also took out the inertia switch to be on safe side and just connected the two wires together. No blown fuses. Relay checked ok. When bridging the F/P and GND terminals on the data link connectors(test block), fuel pump comes on. I also changed out the PCM, still no voltage to fuel pump. Only when I jump the F/P and GND terminals. What could be my problem?

So when your checking for power at the fuel pump connector that plugs into the fuel pump are you just checking across the power and ground terminals of the connector going to the fuel pump with the meter leads?I need to know because iam not there to see what your doing.
