At night I have no tail or interior lights at all. I have checked all the fuses in the car and they are all good.

Just looked at a Non-Police w/3.8 wire diagram.
Are the licence plate lights out too?
Let's look at/pull the "rear park LP" fuse (15 AMP) located in the junction block on the right side of the dash behind the access panel.
This diagram shows one wire, a straight shot between the fuse and the tail lights/ licence plate.
If this information is wrong, send me the entire nomenclature of your rig or your VIN number so I can get the exact diagram (many times a diagram may be the same for various sub-models- I just took this chance to get you information fast!)
