No start, ECU not giving out power

Need help, losing voltage, car does not start. there are wires that are cut and sensors i cannot find. i have a black red wire connected to brown ground wire? a single white wire with grey stripe, and purple brown/brown wire. My ECU isn't getting power to go out and pins 21 and 62 does not have power. And there is a green/yellow wire connected to blue wire isn't getting power.

It sounds like you have a and connection or you have a fuse out. here are the engine wiring diagrams so you can see how it works and a guide to help you check the connections with the fuse locations as well:
