No start diagnosis

Car wont crank, with the keys in it will work the windows, headlights etc.

Cleaned battery terminals with baking soda and water. Same symptoms.

Removed battery, tested multiple times, checks out as okay.

Removed starter, tested, checks out as okay.

Also, I am sure the engine is lubricated, plenty oil and transmission fluid. Fuel pump checks out.

What is the deal?

Neutral safety switch / transmission range switch, starter relay, ignition switch, wiring and connector terminals. Where would you like to start?

Do you hear the relay click when you turn the ignition switch to "crank?
