Engine shut off while driving will not start

The new chain is very tight. Like up against the damper. Is that normal?

It's almost like the chain is too short. If I put it on with the sprockets it won't line up and the bolts get too tight. If I put the sprockets on it will be lined up perfectly without the chain.

I got it on, and the bolts torqued to 20 ft lbs. Chain is pretty tight. Already getting things put together.

Got things together and the truck still acts the same way. I rotated the engine a couple of times by hand and felt no resistance. I feel like there is a spark but no fire. Also like I said before I can hit the steering column and sometimes the lights will get brighter and it will rotate faster. Also using a jump starter.

Leak down test revealed that all the compressed air went right out of the exhaust tail pipe.

It sounds like the exhaust valves are burnt.
