New starter and battery, will not start

Installed a new starter and battery, all dash lights, and headlights work, but when you hit the key, I get nothing.

Does the security light flash when you are trying to start it? If not, it sounds like the park/neutral relay is out under the hood. here are two guides to help and the starter wiring diagrams in the images below so you can see how the system works:
