It has got spark and fuel, but will not start?

I have the car listed above classic. It’s got spark and fuel won’t start. Changed ICM, new cap, rotor, tested coil, it’s good. A couple weeks ago stalled going down the road started right back up another time it ran badly on the way to town was off for a half hour ran fine on the way home. The next day moved it to plow snow, nothing at the key. Try it a couple times and it started, plowed snow moved it back next day would not start just turns over. I’m puzzled!

When you changed the HEI cap out did you change over the coil ground strap? If not, this is your problem. Even though the coil tested good I would replace it as well. Also, did you do the pickup? If the coil, and ground strap doesn't fix it, I would replace the pickup coil as well. Please check the images below to see what I am talking about.

Changed over ground strap this motor has good spark pulled 4 different plugs all good spark (blue) did notice gas in oil seems to be excessive exhaust seemed really stinky last time it was warming up!

Is there is a chance it has old gas in it? You might need a rebuilt carburetor. When cranking over is the choke open slightly? If it is closed all the way, it will not start.
