After replacing the gear selector in the valve body, transmission still does not have reverse?

Now I barely have drive gear, is it possible that it's still low on transmission fluid? After I put six quarts in already, I replaced the filter. Also, I think I completely drained it.

If you drain the unit completely it needs more fluid than six quarts.

Here is the capacity and fluid specs:

Total oil volume

(Transmission and torque converter drained)

Approximate liter. 9.5 (10 quarts).
