no pulse

I put the ignition key on and the number three coil pack experienced a short i checked the pulse is not there. i put the diagnose tool it gives me the dtc code: p1607.

Our reference says that the P1607 code means there is a problem with the PCM. Have you jump started the engine recently? Check the connections to the PCM and check the grounds.
