no power while driveing and lurches

the car will not go over 55mph and can not climb hills and luches when driveing at fixed pase i have just bought this car today as i didnt notice it at fiest as i assumed it was a slow car but i am trying to use this for my grndmother who is sevirly disabled and can not get into a regular car so i thort this would be perfickt please help

The first things I would recommend checking would be to make sure the catalytic converter isn't plugged and check the fuel pump pressure to make sure it is within the manufacturer's spec.
