No power to cluster, no crank no start?

The truck listed above 5.4, super cab, the starter wire got shorted out. It put on a new starter and checked all the fuses and the relays cluster has no power won't crank won't start.

Using a test light can you check to see if there is power at fuse # f102 and f101 in the right interior fuse panel. This guide can help, and I have included wiring diagrams for the starter circuit:
