No power to A/c compressor or fans

My 04 Sunfire came without A/C... and my dad is putting in the whole system (wiring harness and everything) in by himself. Everything is in... but there is no power to the air compressor or to the a/c fans. He says it works if he hot wires it.

He also left the PCM from the wiring harness WITHOUT a/c and he is wondering if that would make a difference... in other words, is there a specific PCM for cars with a/c?

If anyone has any suggestions they would be much appreciated..

Okay, yes there are specific PCM's for different options, but I don't think that is the problem here. He needs to test where he wired in for power to see if it is there or if there is an open circuit between the power supply and the compressor.
