No power to accelerate and does not go faster than 20 MPH

No acceleration, idles fine makes a whistling noise and will not go over 20 MPH.

Can you possibly upload a video so we can hear the noise you are mentioning?

Typically when there is an issue with power output, check engine light usually comes on.
Is your check engine light on? If so what are the codes?
It could point us to the right direction.
